Case Study: Queensland Safer Roads Sooner Program

Overview & Abstract

The Queensland Safer Roads Sooner program is a targeted infrastructure-treatment initiative led by the Department of Transport and Main Roads. Launched to accelerate the implementation of Safe System principles on the state-controlled network, the program uses crash data, network-screening tools, and risk-based prioritisation to identify high-return treatment locations. Over successive funding rounds it has delivered more than 400 site-specific projects spanning shoulder sealing, audio-tactile line marking, roadside barriers, intersection upgrades, and pedestrian and cyclist treatments — each chosen for measurable crash-reduction return on investment.

Independent evaluation shows a meaningful reduction in fatal and serious-injury crashes at treated sites, with benefit-cost ratios typically above 3:1 for the program as a whole. Key lessons documented in this case study include the value of a state-wide network-screening discipline, the importance of treating roadside hazards alongside active road-user behaviours, and the need for coordinated delivery between asset managers, road-safety teams, and contracted designers. Queensland Safer Roads Sooner provides a transferable model for other jurisdictions pursuing rapid, evidence-based Safe System uptake across their networks.
