Overview & Abstract

This case study documents a coordinated Safe People program delivered across a regional road authority, combining behaviour-change campaigns, targeted police enforcement, and community engagement to address the human factors behind serious crashes — speeding, impairment, distraction, and restraint use. The program recognised that even on a forgiving road network, road-user behaviour remains a decisive factor in crash outcomes, and that passenger-vehicle occupants on higher-speed regional routes were over-represented in the local trauma data.

Delivered in partnership between the road authority, police, and local government, the program paired data-led enforcement deployment with sustained local-media messaging and school and workplace outreach. Evaluation over two years showed measurable improvements in self-reported and observed behaviours and a downward trend in serious-injury crashes on the targeted corridors. The case study draws out lessons on sustaining enforcement visibility, tailoring messages to regional audiences, and integrating behavioural levers with the engineering and speed-management pillars of the Safe System.
