Overview & Abstract

This case study evaluates a local-government program that reshaped a precinct of local streets and civic spaces around the safety of pedestrians, cyclists, and micro-mobility users. Drawing on movement-and-place thinking, the program combined 30 km/h area speed limits, raised and continuous pedestrian crossings, protected and separated cycling facilities, and kerb-extension and modal-filter treatments to remove through-traffic from streets whose primary role is place, not movement.

The intent was to make active and light-mobility travel safe and attractive for everyday trips while supporting local amenity and business activity. Before-and-after monitoring captured vehicle speeds, pedestrian and cyclist counts, near-miss observations, and resident and trader sentiment. Findings included strong speed compliance, a meaningful increase in walking and cycling, and a reduction in pedestrian- and cyclist-conflict events. The case study sets out practical guidance on engagement, staged delivery, and treatment selection for vulnerable road users in local-street environments.
