Part 4 of the Guide to Road Safety covers the Safe People element — the education, licensing, engagement and enforcement measures that support safe road-user behaviour within a Safe System. It recognises that while the system should be forgiving of error, road-user behaviour remains a decisive factor in crash outcomes, and that behavioural, infrastructure and speed measures reinforce one another.

Topics include the human factors behind serious crashes (speed, impairment, distraction, fatigue and restraint use), the design of behaviour-change and enforcement programs, graduated licensing, and the role of community engagement. It provides practitioners with an evidence-based basis for programs that complement the engineering pillars of the Safe System.
