Movement & Place Assessment
Movement & Place Assessment is a framework-based technique that helps practitioners understand a street or corridor not only as a conduit for movement but also as a destination where people stay, exchange and spend time. The assessment classifies each street or section against two axes — movement intensity and place importance — then uses that classification to inform design, speed-limit, signal-timing and intervention choices that respect both functions rather than letting one dominate.
Outputs include a classification matrix tied to land-use context, recommended design checks for each movement-place quadrant, and stakeholder-engagement guidance so the people who use the street are part of the decision. The technique is particularly relevant to main streets, town centres, school precincts and tourism corridors where conventional movement-only treatments produce safety, accessibility and amenity outcomes that the local community will not accept. Austroads is currently developing national implementation guidance and worked examples to support practitioners.
